To delay the delivery of the blocked campaign for 1 hour, while allowing the non-blocked campaigns to go through as normal, you need to add the following SMTP pattern to the PowerMTA configuration:

reply /421 4.7.0 .* Our system has detected that this message is suspicious due to the very low reputation of the sending domain/ defer-job=1h

This tells PowerMTA to delay the delivery of any job/campaign ID that return the specified error message for 1 hour.
